best airline for flying with a small dog in cabin?

in august im moving from las vegas to philly. i kind of inherited a chihuahua while i was out here and want to take her home with me. i understand the whole keep her in her carrier my questions are these:
whats the best airline to fly on when bringing the dog in the cabin with you?
im a musician and travel with my laptop and external hardrive with me at all times, cant afford to lose them, does the dog count as my carry-on or since i have to pay a fee to bring her, do i get an exception (example being backpack with laptop and harddrive and dog in carrier)?

Where does it allow purse type or soft pet carrier?

I want to bring my puppy to store and restaurant,if the store/restaurant don’t have sign "no Pet". Can I carry him in the purse type or soft pet carrier or in the soft bag. Is it permitted? is it legal? allow? My puppy is around 10 lbs. Do you see people do that often?

Any dog carrier saddlebags?

This is weird…but I went riding today with my ‘children’ for Mother’s Day. I have 2 small dogs. They can’t keep up, so they ride in my saddlebags with their heads and front legs out the top. Works pretty good…http://i246.photobucket.com/albums/gg103/blackbunnymomma/mommalgandratdog2-1.jpg

But if I let the young one on the ground, the weight of the remaining old one will pull on the saddle, causing the saddle to sit crooked.

I’d like something that will attach to the horn and balance across the front of me…or attach to the cantle and ‘balance’ on the back. Like a buddy seat for kids.

It cannot ‘contain or trap’ the dog…in case something goes wrong. The dogs are well trained to ride with me. They know to stay still…yet will jump and leave if I tell them too.

So, any ideas of how to MAKE one…or where to buy one?

And yes…I know tenny shoes are a no no…but I do it anyways.
Good idea Buckin…would have to ‘solid’ it up maybe…don’t want it sagging or collapsing. hmmm…maybe with foam pieces?

The ‘backpack’ type are a wonderful idea…but I don’t think it’s real wise when you are riding an animal with a mind of it’s own. I couldn’t guarantee that I wouldn’t come off…and crush them if they were ‘attached’ to me.

It’s hard to tell from the photo…but those ARE square, flat bottomed saddle bags!! The weight of the dog…collapses them to a u-shape.

I’m a guy that has just purchased a little Yorkie puppy and I wanted to know if there were any backpacks that would hold a dog in them. I looked around and all I could find were purse-like carriers. If you could please tell me where I could buy a dog backpack, I would appreciate it.
